These three begin as the map’s strongest starting economies and manpower pools, which is why Hyperant gates them behind account XP. Once unlocked, they remain slow XP farms because of the 0.11x modifier—great for winning lobbies, poor for grinding more XP.
The XP formula
Community documentation expresses annexation XP roughly as:
(starting population / 12500) × XP modifier
Key caveats:
- The formula uses the target’s starting population, not grown population after years of peace.
- Your nation’s XP modifier multiplies the gain—Tier I (2.5x) farms dramatically faster than Tier VII (0.11x).
- Annexing a huge starting population as a high-modifier minor can yield enormous XP in one peace deal.
Example intuition: wiping a China-sized starting population while playing a 2.5x minor is one of the classic “lottery” payouts veterans talk about—hard to set up, huge when it lands.
Titles (prestige milestones)

Prioritize annexing high starting population blocs. Do not waste years developing a tiny neighbor hoping grown pop pays XP—it does not under the starting-pop rule.
4. Economy enables wars

5. Formables as side objectives
Formables are prestige and modifiers first. Mix them into XP seasons for morale, but do not confuse a Roman Empire run with optimal pure XP.
